The Shibuya became took as they come become the first place in Japan to recognize same-sex partnerships. A law was passed by officials who are issuing issue certificates to same-sex couples this summer the documents are not legally binded but the law states that business must recognize the certificates and accordingly give equal treatment. Japan remains a conservative country but seeing social changes on issues such as how the nation identifies gay marriage as a union between both sexes. Shibuya is a popular are with 217,000 residents and a place filled with same sex couples. Although the slow was approved it still states that gay marriages will not get the same legal protection and support as regular marriages. Businesses will be penalized they do not recognize and except the certificate violators however will have their names posted on the wards website. The district is also planning an educational campaign on gay rights issues to calm down the confusion and issues over this law.
